Clark, who stepped down from being a full-time state player on Wednesday, is the general manager of one of the two Sydney teams in the competition, the Sydney Sixers.
Originally the league was reported to have been slated for the 2012-13 season but has been fast-tracked and Clark faces the task of assembling a team in time for the competition, which is tipped to start in mid-December.
"It's really rushed but Cricket Australia has seen a window that this is the time to do it and we're going to have to try and get everything done ... there's going to be some angst at times and there's going to be some frustration ... but we'll get it done," he said.
The right-arm quick said while his new job was a difficult one, it's a role he was relishing.
"I've been running around all morning and talking to different people about the Sydney Sixers and what they are going to need and what the staff are going to need," he said.
"I've really enjoyed it, it's been something different and something that I'm really getting my teeth into."
The contracting of players has been delayed by a Memorandum of Understanding dispute between the players' association and organisers over pay and competition arrangements for the eight-team league.
Sydney and Melbourne will have two sides each while the other states will have one team each.
Cricket Australia is in the process of finding private owners for one of the Sydney franchises and one of the Melbourne franchises.
